It seems that Delhi is up for another knee-jerk reaction to the new wave of CoVid-19 infections going around in India. In February 2021, Delhi announced that they would require test reports for those arriving from Maharashtra, Kerala, Chhattisgarh, Madhya Pradesh and Punjab, which never got implemented. Random Testing in Delhi is the next big idea.
Random Testing in Delhi for Domestic Arrivals
Now, Delhi Disaster Management Authority has put out a new notification. The DDMA is implementing random testing in Delhi for those who arrive in Delhi. The DDMA will itself conduct a random CoVid-19 test of passengers coming from states where there has been a surge in cases recently, says Delhi Airport. As per Delhi Airport, you will be able to exit the airport once you give a sample. Those who are found CoVid-19 positive will be mandatorily quarantined after the reports come back.

As per quotes in the media attributed to the state government, these tests will not be binding on arriving passengers, which means you could choose to opt-out as well. Delhi Airport told the Indian Express that DDMA would pick passengers at random before heading to the arrival hall.
As per the DDMA, the random testing will be extended to bus and train arrivals soon. At this point, there is no clarity if you already have a test report, if you will be tested again.
Bottomline
If you arrive in Delhi from March 31, 2021, onwards, be prepared for a random sample collection for CoVid-19 testing at Delhi Airport. You will be allowed to leave the airport after sample collection, but you will be quarantined for ten days if you turn up positive.
