Earlier this week, Maharashtra’s Government announced that arrival into Maharashtra airports from Delhi, Gujarat, Rajasthan and Goa would require a CoVid-19 negative certificate. While the confusion around this was settling in, it seems another state has fired the salvo on Delhi’s rampant surge in the number of CoVid19 cases. Passengers travelling from Delhi to Uttarakhand at the Jolly Grant Airport Dehradun have to mandatory undergo a COVID-19 test at Jolly Grant Airport, as per an order issued by the Uttarakhand Government, per a report by ANI.
With the help of the Jollygrant Airport Association, a health department team has been deployed at the airport for testing passengers coming from Delhi, the State government said.
For clarity, this appears to be for those who are originating in Delhi, not travelling via Delhi, as per this tweet from Dehradoon airport.

Bottomline
If you are travelling to Dehradun by air, and originating your travel in Delhi, you will be subject to CoVid-19 testing on arrival at Dehradoon. There is no clarity at the moment if this is an RT-PCR test, payable by you, or a rapid antigen test and so on.
