RuPay Debit Cards to bid goodbye to unconditional lounge access effective April 1, 2026

Airport lounge access in India has been steadily tightening over the past few years, as banks and payment networks grapple with a surge in demand and limited lounge capacity. The latest move in that direction comes from the National Payments Corporation of India (NPCI), which is set to overhaul how airport lounge access works for many RuPay debit cards starting April 1, 2026.

The change effectively removes unconditional lounge access for many RuPay debit cardholders and replaces it with a spend-based eligibility model, aligning debit card benefits with the structure already used by many credit cards.

RuPay Debit Cards set to move to spend-based lounge access

For many years, a large number of RuPay debit cards issued by Indian banks came with complimentary domestic airport lounge access simply for holding the card. This was particularly common on premium and semi-premium debit card variants, many of which were issued by default with savings accounts.

However, NPCI has now introduced a new framework under which lounge access will be tied to debit card spending in the previous quarter. Banks issuing RuPay debit cards will adopt the spend-based model beginning April 1, 2026.

In practice, this means that customers will need to meet a minimum spending threshold on their debit card to unlock lounge visits. If the spending requirement is not met, the lounge benefit will not be activated for the following quarter. This is, in a way, a copy of the methods of the credit card world.

While NPCI has set the broad guidelines, individual banks will determine the exact thresholds and the number of visits allowed.

Many popular RuPay debit cards previously offered lounge access

Over the years, a wide range of RuPay debit cards provided airport lounge access benefits, particularly those positioned as premium variants. So far, it worked like this:

  • RuPay Platinum Debit Cards: Access to domestic airport lounge once per quarter and international airport lounge twice a year.
  • RuPay Select Debit Cards: Complimentary access to airport lounges & railway lounges.

Public- and private-sector banks alike participated in the program. For instance, customers holding debit cards such as the HDFC Bank RuPay Platinum Debit Card, Punjab National Bank RuPay Platinum Debit Card, Bank of Baroda RuPay Select Debit Card, and Canara Bank RuPay Platinum Debit Card were typically entitled to a limited number of domestic lounge visits each quarter.

In many cases, this benefit required no minimum spend. Simply presenting the eligible RuPay debit card at participating lounges was sufficient to gain entry.

That structure, however, significantly increased lounge usage in recent years, particularly as banks began issuing RuPay cards more widely across their customer base.

Lounge overcrowding has pushed banks to tighten access

Frequent travellers in India will hardly be surprised by these changes. Airport lounges across the country have been under heavy pressure due to the rapid growth in air travel, combined with aggressive marketing of lounge access by banks.

Major airports such as Indira Gandhi International Airport, Chhatrapati Shivaji Maharaj International Airport, and Kempegowda International Airport routinely see long queues outside lounges during peak hours.

The result has been a wave of changes across the banking ecosystem over the past two years. Several credit cards have introduced quarterly spending requirements before lounge access is unlocked, and some issuers have reduced the number of complimentary visits offered.

RuPay Credit Card members had already seen a change from NPCI/RuPay earlier when access to the RuPay lounge at Delhi T3 Domestic was moved to a spend-based model.

What RuPay debit cardholders should expect

The shift to a spend-based model means that lounge access on RuPay debit cards will no longer be automatically available simply by holding the card. Instead, customers will need to meet spending thresholds set by their issuing bank in the previous quarter to activate the benefit. The exact requirements will vary by bank, and issuers are expected to communicate updated eligibility conditions to their customers over the coming weeks.

For customers who primarily use their debit cards for ATM withdrawals or occasional transactions, the change may effectively eliminate lounge access. Those who regularly use their debit cards for everyday spending, however, may still retain the benefit if they meet the required thresholds.
