Changi airport is currently running a fantastic promotion with Singapore Tourism and Singapore Airlines. Passengers who are transiting through the Changi Airport and have a transit halt anywhere between 5.5 hours and 24 hours can opt for a free city tour.
You can choose from two different city tours: A Heritage City tour and a City Sights tour. Each tour is 2.5 hours long. The Heritage tour has five slots. It will take you to the cultural districts of China town, Little India and Kampong Glam. There will be two photo opportunities, one at the Merlion Park and another at Kampong Glam.
The City Sights tour only has two slots. This tour will take you to the hotspots like the Merlion, Singapore Flyer, Marina Bay Sands, the Esplanade and Gardens by the Bay.
You can only avail one or the other tour in a single transit. If you plan to take both the trips in your long layover, that wouldn’t be possible. Head to the Registration Booths in the transit area before immigration if you would like to sign up for one of these free tours.
Where to register?
Note: the Registration desks are only in Terminal 2 and Terminal 3. If you are arriving at another Terminal, you have to proceed towards Terminal 3 but remain in the transit area only.
Terminal 2: Transit Area, between Transfer Lounge F and Skytrain to Terminal 3 near the escalator to Arrival Immigration (Level 2)
Terminal 3: Transit Area, near Transfer Lounge A and Gate A1-A8 (Level 2)
Other Terminals: Please stay in the transit area and proceed to the booth at Terminal 3 to register, or enquire with the nearest Information Counter
Please remain in the transit area and do not clear immigration
Alternatively, Singapore Airlines and Silk Air passengers can pre-book their spots in advance by contacting the local Singapore Airlines Reservation office.
Passengers with a valid Singapore visa can only avail this offer. You can also avail a free 96-hour transit visa if you are eligible. The promotion is currently valid till March 31, 2019, and may be extended later on.
Bottomline
This is an attractive free offer for those who wish to catch a glimpse of Singapore during their transit. Changi Airport has a lot to offer on its own, like the Butterfly Garden or Sunflower Garden and so-on if you wish to spend your halt at the airport. You can even book one of the paid Stopover packages if you plan on spending a day or two in Singapore as a part of your journey. Combing it with the free 96-hour Visa Free transit will be a good deal.

Yes, this has been in existence for almost 3 years now, you don’t need a singapore visa if you have US/Shenzhen visa that is valid on the date of the transit.
Am positive this free tour is at least 1 year old if not more, as had same option when was travelling via Singapore.
Infact, I think for free city tour, you don’t need visa even. Not 100 sure about that part but saying basis what I recollect.
Yes. This is being offered as far back 2013 when I used to fly SQ between BOM and MNL almost on a monthly basis. Yes, no visa needed.
