@Robin, the first page clearly states that it is open to foreigners as well.
I just checked their terms and conditions again and it looks like they amended Rule #4. It now reads:
“4. The Contest is open to Singapore Citizens, Singapore Permanent Residents and foreigners who are at least 21 years of age (as of 9 April 2018).”
Open for all! I’ve been burned by terms and conditions before, so I always check.
